2010 GENERAL RULES

The Seabreeze Classic will be administered by Connecticut District 4 Little League.  All questions, problems and decisions will be made by the Seabreeze Classic Tournament Committee.  All decisions made by this committee will be FINAL.  Any team or manager who contacts another authority will immediately be disqualified from further competition and no refund of money will be given.  All questions should be directed to one of the site directors or one of the tournament committee members listed above.

SITE DIRECTOR

The site director will identify themselves to each team and will be responsible for final decisions at all sites.

REGISTRATION AND ROSTER

All teams will be required to carry their affidavit supplied by their local league.  This affidavit will list a maximum of 14 players, 1 manager and 2 coaches.  All information on the affidavit must be completed.  A copy of each player's birth certificate must be attached to the affidavit.  A player's baseball age will be determined to be what his/her age was on April 30.   In the event a player is added to the roster, that player is ineligible to pitch for that day.  Any player added for the playoff round is not eligible to pitch.

PRE-GAME INFIELD

Each team will be provided 7 minutes for infield.  The visiting team will take the field first followed by the home team.  The site director has the discretion to shorten or eliminate this time if necessary.

SCORES

All teams must report the score of their game to the site director immediately following each game.  Failure to report scores may result in your elimination from the double elimination portion of this tournament.

PITCHING RECORDS

Each site will have an official pitch counter.  The manager is responsible to verify the pitching record. 

RAIN

In the event of inclement weather the tournament committee will make every effort to remain on schedule.  Make up games will NOT be played unless necessary.  The decision to play or not play will be the sole discretion of the tournament committee.

DECORUM

Managers, Coaches, and players will show their utmost respect for opposing players, coaches, umpires and tournament officials.  Any participant ejected from any game will forfeit their eligibility to participate in the next scheduled game.  In the event they are not present at the next game they will forfeit their eligibility to participate in the next game they attend.  If the offense is of a serious nature (determined by the umpires and tournament officials) the participant may be removed from the remainder of the tournament.

FORMAT

All teams will be scheduled to play 6 games.  This may be shortened by inclement weather conditions.  In the event all teams in the bracket do not have an equal number of games played the order of finish will be determined by the best winning percentage.

UMPIRES

The tournament committee will make every effort to have a minimum of two (2) umpires for each game.  Circumstances may result with only one (1) umpire to be available at some games.

BASEBALLS

Baseballs will be provided by the tournament committee.  The home plate umpire will give one baseball to each team for pitcher warm up before each game.  The warm up baseballs must be returned to the umpire prior to the start of the game.

AWARDS

The tournament champion and runner up will receive individual medallions.

PLAYING RULES

1.  The tournament will be administered by Connecticut Little League District 4 and the Seabreeze Classic Tournament Committee under the direction of Dave Ruotolo.  Any deviation from this may result in an immediate disqualification.

2.  Any playing rule protest must be brought to the attention of the plate umpire before the next pitch following the play.  The tournament committee will make the FINAL decision.

3.  The 2010 Little League Baseball Division Tournament Rules for 2010 will apply.  Pitch count will be in effect.

4.  SPECIAL NOTE - BELOW

Regulation VI – PITCHERS in the Baseball Rule Book has been amended to read, in part

(a) Any player on a regular season team may pitch. Exception: Any player, who has played the position of catcher in four (4) or more innings in a game, is not eligible to pitch on that calendar day.

5.  Home team will be decided by a coin flip before each game.  Home team will occupy the first base dugout.  The visiting team will occupy the third base dugout.

6.  The 10-run "mercy rule" is in effect for the entire tournament provided the losing team has had a minimum of 4 at bats.

7.  Each team must have 9 players available to start the game.  If they do not have the minimum number of players the umpire will call "play".  If the team in unable to field 9 players with a 15-minute period the game will be referred to the tournament committee for a possible forfeiture ruling.

8.  Continuous batting order is mandatory.  This will allow coaches to have free substitution.
