2023 GENERAL RULES
TEAMS MUST HAVE PERMISSION FROM THEIR LEAGUE PRESIDENTS TO PARTICIPATE.
The Seabreeze Classic will be administered by Connecticut District 4 Little League. All questions, problems and decisions will be made by the Seabreeze Classic Tournament Committee. All decisions made by this committee will be FINAL. Any team or manager who contacts another authority will immediately be disqualified from further competition and no refund of money will be given.
DECORUM
Managers, coaches, and players, and parents will show their utmost respect for opposing players, coaches, Umpires and Tournament Officials.
Any Manager or Coach ejected from any game will forfeit their eligibility to participate in the next scheduled game. Any Manager, Coach, Player, or Parent who is ejected must leave the site immediately, and may not be at the site of the next game. If the offense is of a serious nature (determined by the umpires and tournament officials) the participant may be removed from the remainder of the tournament.
REGISTRATION AND ROSTER
All teams will be required to carry the Pitching Page from the All-Star Affidavit supplied by their local league.
SITE DIRECTOR
The site director will identify themselves to each team and will be responsible for final decisions at all sites.
Home team will be decided by a coin flip before each game.
Winner will have choice Home, Away, or Dugout.
Little League does not allow designation of home team by record
in the Post Season or All-Stars.
PRE-GAME INFIELD
Each team will be provided 10 minutes for infield. The visiting team will take the field first followed by the home team. The site director has the discretion to shorten or eliminate this time if necessary.
SCORES
All teams must report the score of their game to the site director immediately following each game. Coaches must also report their scores to the League responsible for the standings. Failure to report scores may result in your elimination from the double elimination portion of this tournament.
FORMAT
All teams will be scheduled to play 5 games. This may be shortened by inclement weather conditions.
In the event all teams in the bracket do not have an equal number of games played.
The order of finish will be determined by head to head or best winning percentage.
RAIN
In the event of inclement weather the tournament committee will make every effort to remain on schedule. Make up games will be played if time allows. The decision to play or not play will be the sole discretion of the tournament committee.
TIE BREAKER
The first tie breaker will be Head To Head. If a three way tie and
one team has defeated the other 2 they win the first tie breaker.
If they all beat each other, then it will be runs allowed/ defensive innings
for the seedings.
UMPIRES
The tournament committee will make every effort to have a minimum of two (2) umpires for each game. Circumstances may result with only one (1) umpire to be available at some games.
Host Sites are responsible for providing the Umpires for all games.
BASEBALLS
Baseballs will be provided by the tournament committee.
AWARDS
The tournament champion and runner up will receive individual medallions.
PLAYING RULES
1. The tournament will be administered by Connecticut Little League District 4 and the Seabreeze Classic Tournament Committee. Any deviation from this may result in an immediate disqualification.
2. Any playing rule protest must be brought to the attention of the plate umpire before the next pitch following the play. The tournament committee will make the FINAL decision.
3. The Little League Baseball Tournament Rules for 2023 will apply.
Pitch count will be in effect for Baseball.
4. SPECIAL NOTE - BASEBALL
Regulation VI – PITCHERS in the Baseball Rule Book has been amended to read, in part -
Any player on a regular season team may pitch.
(A) Any player on a regular season team may pitch.
(NOTE: There is no limit to the number of pitchers a team may use in a game.)
Exception: Any player who has played the position of catcher in four (4) or more innings in a game
is not eligible to pitch on that calendar day.
(B) A player who played the position of catcher for three (3) innings or less,
moves to the pitcher position, and delivers 21 pitches or more in the same day,
may not return to the catcher position on that calendar day.
EXCEPTION: If the pitcher reaches the 20-pitch limit while facing a batter,
the pitcher may continue to pitch, and maintain their eligibility to return to the catcher position,
until any one of the following conditions occur: (1) that batter reaches base; (2) that batter is retired;
or (3) the third out is made to complete the half-inning or the game.
(c) The manager must remove the pitcher when said pitcher reaches the limit for his/her age group
as noted below, but the pitcher may remain in the game at another position:
League Age:
11-12 – 85 pitches per day
9-10 – 75 pitches per day
7-8 – 50 pitches per day
Exception: If a pitcher reaches the limit imposed in Regulation VI (c) for his/her league age
while facing a batter, the pitcher may continue to pitch until any one of the following conditions occurs:
1. That batter reaches base; 2. That batter is put out; 3. The third out is made to complete the half-inning.
PITCHING RECORDS
Each site will have an official pitch counter. The manager is responsible to verify the pitching record.
MERCY RULE
5. The mercy Rule is in effect for the entire tournament.
(A) 15 runs after 3
(B) 10 runs after 4
(C) 8 runs after 5
6. Each team must have 8 players available to start the game.
If they do not have the minimum number of players the umpire will call "play".
If the team in unable to field 8 players with a 15-minute period the game will be referred
to the tournament committee for a possible forfeiture ruling. Teams may finish with
8 players. The ninth position will not be an automatic out.
The 9th player can be added to the end of the lineup if they arrive.
10 U BASEBALL RULES ONLY IN PURPLE
7. In the 10 U Seabreeze baseball tournament there will be a 5 run
or 3 outs per inning.
8. The sixth inning will be 3 outs.
